Strategic Dialogue on the Black Sea – Heritage Foundation, October 14, Washington, DC
On October 14, the Center for Global Civic and Political Strategies took part in a high-level dialogue hosted by the Heritage Foundation in Washington, DC, focused on the future of a “free and open” Black Sea — a linchpin for the security of NATO’s Eastern Flank and deeper integration of the South Caucasus and Central Asia with the West.
This in-person event, part of an ongoing series of Track II diplomacy initiatives, brought together a distinguished group of policymakers, security experts, and regional officials. Delegations and experts from Serbia, Greece, and Romania contributed significantly to the conversation, offering compelling geopolitical analyses and national perspectives on emerging security challenges in the Black Sea region.
A major focus of the dialogue was the ongoing Russian threat and the broader implications for regional stability, energy corridors, military deterrence, and digital infrastructure. Presenters shared insights on what can and must be done to reinforce sovereignty, economic resilience, and security coordination across the region.
In addition to traditional security, participants examined the role of the Black Sea in energy infrastructure, digital connectivity, mining and ore processing, and commercial flows. These sectors are essential for unlocking the strategic potential of the region and aligning it more closely with Western institutions.
As a participating organization, our team raised regional concerns about sanctions loopholes in countering malign influence. Our presence in this forum marked another step in establishing the Center as a bridge between regional realities and transatlantic priorities.
